Costco Withdraws Asheville Development Application

Mar 5, 2026 | News

Retail giant Costco has withdrawn its application for a new store in Enka Commerce Park, citing increased scope, costs, and required on- and off-site improvements. The NCDOT had recommended substantial traffic mitigations, including dual left-turn lanes, dedicated right-turn lanes, and signal adjustments to accommodate 16,000 additional daily vehicles on Smokey Park Highway (current traffic ~29,000/day).

The withdrawal highlights key considerations for developers, building owners, and business operators:

  • Traffic impact analyses are critical for high-volume retail projects
  • Planned infrastructure upgrades can significantly affect project timelines and costs
  • Regulatory and permitting requirements may require early coordination with city and state agencies
  • Even large corporations may reconsider projects when mitigation costs escalate
